Aim: This research aims to evaluate the current training and development activities of the institution, taking into account the problem of inadequacy of in-service training based on the results of the internal stakeholder survey for the development of the institution within the scope of the Strategic Plan of Çorum Special Provincial Administration for the period 2025-2029. Method: In-depth interview technique was used within the scope of qualitative research method in order to seek the opinions and experiences of relevant expert participants regarding the research topic. Results: According to the research findings, there are serious deficiencies in the analysis of feedback processes aimed at evaluating the effectiveness of training as well as in the determination of in-service training needs in the institution. In addition, these deficiencies negatively affect the process of collecting data or providing recommendations for development activities.Conclusion: It is of great importance to conduct a detailed study on the competency analysis that is on the agenda of human resources management in the public sector and emphasized in the strategic plan of the institution.
